Two Planoites were awarded at the recent Texas Citizen Police Academy Alumni Association Awards: Officer Chris Bianez and longtime volunteer Frank Guckes.

The Texas Citizen Police Academy Alumni Association awards one officer each year with the Ray Ramon Award, designating that officer for outstanding community relations. This year, Plano PD’s Officer Chris Bianez won.

Bianez has worked in law enforcement for almost three decades, currently serving in the Plano PD Crime Prevention Unit. There, he does programming for companies, schools, associations and other groups on topics like active shooter preparedness, workplace security essentials, personal safety strategies, corporate fraud, safety for real estate professionals and others.

The association also awards an Alumni Member of the Year with the Bill Ennis Award. This year, Plano’s Frank Guckes won.

Guckes volunteered with the Citizens Assisting Plano Police and Plano Citizens Police Academy Alumni Association for 1,813 volunteer hours in 2024 alone, according to a statement by Plano PD. During his time, he’s held roles from president to fundraising chair at the CPAAA.

Two other awards are distributed: the Alumni Membership of the Year and Alumni Association of the Year. These awards went to Pearland CPAAA and Mesquite CPAAA, respectively.
